Reliable and secure access to client and patient data – Atostek to build data delivery service for Istekki

Atostek has won Istekki Oy’s public procurement for a social and healthcare data delivery service. The service aims to ensure the reliable availability of client and patient data and its seamless utilisation across different use cases, including during service disruptions.

From fragmented systems towards a managed whole

The social and healthcare operating environment has become highly digitalised, yet the information system landscapes are often layered and partly fragmented. Client and patient data is generated and stored across multiple systems, making it difficult to utilize in a timely and consistent manner.

Reliable data availability is essential for both patient safety and operational continuity. In disruption and emergency situations, there is a heightened need for solutions that ensure the availability of critical information regardless of the status of individual systems.

Data delivery service combines national and local data sources

The data delivery service covered by the procurement enables the secure and controlled utilisation of client and patient data from multiple systems. The service aggregates data primarily from the national Kanta services and, where necessary, from local systems, and delivers it to end users via APIs or a user interface.

The core function of the solution is to ensure that critical data is available reliably and in a timely manner, even in situations where individual systems are unavailable.

Deployments to begin in 2026

Planning for the service deployments will commence during early 2026 in collaboration with Istekki Oy and end customers. The goal is a controlled, phased approach in which the service is integrated into customers’ existing operating environments.

“The data delivery service is a new solution driven by the practical needs of professionals, enabling the agile utilisation of social and healthcare data at various stages of professionals’ work and service pathways,” says Sampo Ojala, Account Manager at ERA.

“The final solutions will be aligned with the existing system ecosystem of the wellbeing services counties, supporting day-to-day work. The cornerstones of the collaboration are client-oriented dialogue and adherence to information security and data protection requirements.”
